In a speech made at the end of 2020, the President of France, Emmanuel Macron questioned the possibility of global access to the Covid-19 vaccine. His another question was about the possibility of creating a two-speed world in which only the richest would be protected from the virus. The first signs in this respect do not give hope. Covid-19 has shown that European integration is not rooted geopolitically and industrially. A geopolitical and industrial competition has begun in terms of vaccine development among China, the USA, Germany, England, Israel. and Russia. The European Union (EU) fell behind in this competition (Pierru, Stambach & Vernaudon, 2021).
