      Review text

The paper concludes by suggesting that the adoption of the Kyoto Protocol has been a significant driver of renewable energy development, which is a useful insight. However, the paper could have benefited from further discussion on the implications of the findings, and recommendations for policymakers and financial institutions to address the financing gap in renewable energy development in non-OECD countries. Overall, the paper is well-written, well-researched, and makes a valuable contribution to the literature on renewable energy development. The methodology is sound, and the findings are important for policymakers, financial institutions, and researchers interested in promoting sustainable development.
