      Sustainable Program Quality Management of International Infrastructure Construction

          Abstract

          Management of the program quality for international infrastructure construction projects is complicated. Sustainability of these programs is the key for them to succeed in their lifecycles. This paper investigated current program quality management and compared it with the results of recent surveys of KGMP. A method for the sustainable program quality management of the international infrastructure construction management is proposed and demonstrated by research projects. The cycle of accountability, predictability, balance ability, and policy was proposed. The findings from the KGMP’s survey and this research show that the trend of the sustainable program quality management of the international infrastructure construction is transferring from agility to alacrity in the balancing of the metrics among economy, ecology, culture, and politics.

          Health risks of air pollution from incinerators: a perspective

          This paper offers a perspective on the health impacts of air pollution from incinerators by making a number of compari sons in terms of emissions, concentrations, damages and dam age costs. The latter are estimated by an impact pathway anal ysis, tracing the fate of a pollutant from source to receptors. Linearity is assumed for the increase of damages with incre mental exposure. The monetary valuation is based on a valu ation of mortality in terms of years of life lost, rather than sim ply the number of premature deaths. The method is applied to the incineration of municipal solid waste (MSW) with emissions equal to the regulations proposed by the European Commission in 1994 for typical per capita MSW production. Even if all MSW is incinerated (in accordance with these reg ulations), the total health damage costs are relatively minor. Also, the impacts of dioxins and carcinogenic metals are small compared to those of particles, NO x and SO x .

            From Green to Sustainability—Trends in the Assessment Methods of Green Buildings

            This research investigates recent developments in assessment methods of green buildings and compares the differences in rating systems among the United Kingdom, USA, and Germany. There are indications that the rating systems are moving from green buildings to sustainable buildings. In order to understand the recent research in academic areas, we survey the recent Ph.D. dissertations and literature related to green building assessment. Discussion is provided on the major research areas of green buildings, which cover accountability of life cycle cost, methodology for balancing the three pillars, and government vision and public policy.
