          Abstract

          No atual debate sobre mudança institucional, percebe-se uma lacuna teórica a ser preenchida já que os mecanismos que caracterizam a ação de grupos de interesse e coalizões de advocacia são pouco explorados. Este ensaio analisa então a mudança institucional gradual e transformativa articulada por esses atores, contrapondo a literatura predominante, que privilegia o caráter perene das instituições ou sua mudança provocada por fatores externos independentes da agência. Propõe-se uma abordagem conjunta do Modelo de Mudança Institucional Gradual e Transformativa, Modelo de Coalizões de Advocacia e Modelo de Análise de Stakeholders expondo suas premissas, contribuições e limitações.

          Translated abstract

          In the current debate on institutional change, we find a theoretical gap to be filled since the action of interest groups and advocacy coalitions is little explored. This paper then discusses the gradual transformative institutional change articulated by these actors as an alternative to the prevailing literature that emphasizes the enduring nature of the institutions or their change caused by external independent agency. It is proposed that a joint approach of the Advocacy Coalition Framework, Stakeholder Analysis and Thellen`s Gradual Change Model. Thus, assumptions, contributions and limitations are exposed by pointing the complementarity of these models.
