CÓRDOBA Y SUS VAIVENES. TRANSFORMACIONES COYUNTURALES Y CONTINUIDADES ESTRUCTURALES EN LA RELACIÓN ENTRE ESTADO, EMPRESARIOS Y MUNDO OBRERO (1969-1976

Abstract

En este artículo analizaremos las transformaciones sociopolíticas sucedidas en Córdoba en el período comprendido entre 1966 y 1976, con especial énfasis en la vinculación entre el Estado, los empresarios y el sector obrero. Siguiendo a Portantiero, caracterizamos el período como una crisis orgánica, cuyas resoluciones permitieron la construcción de nuevas hegemonías. Durante el período 1969-1974, el mundo del trabajo estuvo hegemonizado por sectores sindicales clasistas y combativos. No obstante, el bloque social dominante recurrió al Estado provincial para lograr el disciplinamiento laboral que garantice los niveles de ganancias. Esas políticas represivas fueron aplicadas primero institucionalmente, entre 1969 y 1972 con la Dictadura de la autoproclamada "Revolución Argentina". Pero luego, durante el gobierno constitucional de 1973, la represión adoptó un estilo extrainstitucional y fue encabezada por "comandos peronistas", aunque apuntalados clandestinamente en varias esferas del Estado y de algunos sindicatos. Luego de 1974, en cambio, el bloque de fuerzas sociales dominante recuperó el control de la institucionalidad. Sin embargo, ese predominio no fue suficiente para la hegemonía político-social, por lo que fue necesaria una política del terror para terminar de resolver esa crisis en su favor.

This article explores the sociopolitical transformations occurred between 1966 and 1976, especially on the relationship between the state, the business circle and the worker sector. Following Portantiero, we characterize the period as an organic crisis, whose decisions led to the construction of new hegemonies. During the period 1969-1974, the world of work was the hegemony of classist and combative union sectors. However, the dominant social bloc appealed to provincial government to ensure labor discipline that ensures profit levels. These repressive policies were applied first institutionally, between 1969 and 1972 with the dictatorship of the self-proclaimed "Revolución Argentina". But during the constitutional government in 1973, repression adopted an style extra-institutional and was headed "Peronist commands" even propped under cover in several areas of the state and some trade unions. After 1974, however, the block dominant social forces regained control of the state and union institutions. However, this predominance was not enough for the socio-political hegemony, so a policy of terror was needed to finish solving the crisis in their favor.
