          Abstract

          RESUMEN:. Objetivo/contexto: En 2009 se sancionó la ley de primarias, abiertas, simultáneas y obligatorias (PASO) en Argentina. Esta normativa persigue, entre otros, el objetivo de democratizar las estructuras partidarias. Desde una perspectiva de género, este trabajo estudia el efecto de las PASO en el acceso de las mujeres a la Cámara de Diputados (2003-2023). Para ello, analiza cómo ha sido el armado de las listas finales, los lugares asignados a las candidatas mujeres, la facilidad con la que estas acceden a puestos expectables y la permeabilidad de los agrupamientos hacia su participación, a partir de la implementación de las PASO. Metodología: El trabajo tiene un carácter exploratorio y descriptivo, y se estudia el efecto de las PASO en la asignación de bancas para la categoría de diputadas en Argentina, contemplando a todas las legisladoras que fueron electas en los sucesivos comicios transcurridos (2011-2023). Conclusión: Se observa que el objetivo de las PASO de democratizar las estructuras partidarias y tornar más representativos a sus componentes pareciera no haber impactado en las tradiciones políticas y partidarias argentinas previas a la implementación de la ley respecto al lugar que se le otorga a la mujer en el partido. Originalidad: El artículo ofrece un estudio sobre el efecto de democratización de las PASO en las estructuras partidarias desde una perspectiva de género.

          ABSTRACT:. Objective/context: In 2009, the law of mandatory, simultaneous, and open primaries (PASO, for its acronym in Spanish) was enacted in Argentina. Among others, this regulation seeks to democratize party structures. From a gender perspective, this paper studies the effect of PASO on women’s access to the Chamber of Deputies (2003-2023). To this end, it analyzes how the final lists are assembled, the places assigned to women candidates, the ease with which they gain access to expectable positions, and the permeability of groupings towards their participation since the implementation of PASO. Methodology: This is an exploratory and descriptive study of the effect of PASO on the allocation of seats for the category of female deputies in Argentina, considering all female legislators elected in successive elections (2011-2023). Conclusion: The findings show that PASO’s objective of democratizing party structures and making their components more representative does not seem to have impacted the country’s existing political and party traditions prior to implementing the law regarding the place given to women in a party. Originality: The article presents a study on the democratization effect of PASO on party structures from a gender perspective.

          RESUMO:. Objetivo/contexto: Em 2009, a lei sobre primárias abertas, simultâneas e obrigatórias (Paso) foi aprovada na Argentina. Um dos objetivos dessa lei é democratizar as estruturas partidárias. Com base em uma perspectiva de gênero, neste artigo, estuda-se o efeito das Paso no acesso das mulheres à Câmara dos Deputados (2003-2023). Para isso, é analisado como foram elaboradas as listas finais, os lugares atribuídos às mulheres candidatas, a facilidade com que elas obtiveram acesso aos cargos esperados e a permeabilidade dos grupos com relação à sua participação, desde a implementação das Paso. Metodologia: O trabalho é exploratório e descritivo, e estuda o efeito das Paso sobre a atribuição de vagas para a categoria de deputadas na Argentina, considerando todas as legisladoras que foram eleitas nas sucessivas eleições passadas (2011-2023). Conclusão: Observa-se que o objetivo das Paso de democratizar as estruturas partidárias e tornar seus componentes mais representativos não parece ter tido impacto sobre as tradições políticas e partidárias na Argentina antes da implementação da lei, no que diz respeito ao lugar dado às mulheres no partido. Originalidade: O artigo oferece um estudo sobre o efeito de democratização das Paso nas estruturas partidárias a partir de uma perspectiva de gênero.

            Gender and Representation in Latin America

            In the past thirty years, women’s representation and gender equality has developed unevenly in Latin America. Some countries have experienced large increases in gender equality in political offices, whereas others have not, and even within countries, some political arenas have become more gender equal whereas others continue to exude intense gender inequality. These patterns are inconsistent with explanations of social and cultural improvements in gender equality leading to improved gender equality in political office. Gender and Representation in Latin America argues instead that gender inequality in political representation in Latin America is rooted in institutions and the democratic challenges and political crises facing Latin American countries and that these challenges matter for the number of women and men elected to office, what they do once there, how much power they gain access to, and how their presence and actions influence democracy and society more broadly. The book draws upon the expertise of top scholars of women, gender, and political institutions in Latin America to analyze the institutional and contextual causes and consequences of women’s representation in Latin America. It does this in part I with chapters that analyze gender and political representation regionwide in each of five different “arenas of representation”—the presidency, cabinets, national legislatures, political parties, and subnational governments. In part II, it provides chapters that analyze gender and representation in each of seven different countries—Argentina, Chile, Costa Rica, Uruguay, Mexico, Brazil, and Colombia. The authors bring novel insights and impressive new data to their analyses, helping to make this one of the most comprehensive books on gender and political representation in Latin America today.
