          Abstract

          La reforma legislativa y de la justicia fue una preocupación permanente durante la primera parte del siglo XIX en Buenos Aires. Dos brújulas del gobierno revolucionario de 1810 fueron la declaración de la independencia del poder judiciario y la defensa de la seguridad individual. El nuevo orden era denominado como un "sistema liberal y de luces"�, y la declaración de la inviolabilidad de la propiedad era reiterada por los primeros gobiernos. Nos proponemos identificar el modo en que los gobernadores expresaban la pol ítica de gobierno y las acciones que llevaban adelante en materia de defensa de la propiedad rural, buscando la interacción entre la agenda de gobierno, las reformas en la administración de justicia y los proyectos que se barajaron. Tras un recorrido historiográfico relativo a la historia del derecho y un panorama de la administración de justicia desde 1810, nos enfocaremos en el per íodo que inicia con la supresión de los Cabildos y finaliza hacia 1838, momento de la gran crisis del orden rosista. Trabajaremos con los proyectos de reforma de Manuel Antonio de Castro de 1821 y de Guret de Bellemare de 1829, el Manual de Práctica Forense del primero, de 1834, y los mensajes de los gobernadores a la Sala.

          Translated abstract

          The legislative and justice reforms were a permanent concern in Buenos Aires during the early 19th century. The revolutionary government of 1810 had two main objectives, namely, the declaration of independence of the judiciary power, and the defense of individual security. The new order was called "a liberal and enlightenment system"�, and early governments constantly defended the principle of property inviolability. This article aims to identify how governors expressed their governmental policy and the actions carried out in the defense of rural property. In order to accomplish this goal, I will analyze the interaction among the government agenda, the reforms in the administration of justice and the projects under consideration about it. After a historiographical analysis of the history of law, and an overview of the administration of justice since 1810, this work focuses on the period that starts with the abolition of town councils (Cabildos) and ends by 1838 with the major crisis of Rosas regime. I analyze the following documents: the reform projects by Manuel Antonio Castro (1821), and by Guret de Bellemare (1829), the Manual of Forensic Practice by Manuel Antonio Castro (1834) and the messages of the governors to the House of Representatives (Sala de Representantes).
