          Abstract

          En este artículo se argumenta que el actual proceso político que vive Bolivia debe leerse desde una perspectiva innovadora que niega la existencia de leyes históricas universales y eternas dadas por algún ser extra humano -Dios- o de la naturaleza, expresadas por dos promesas: la de San Agustín y las de la modernidad. Demuestra que, si bien puede hablarse de leyes históricas que explican el desenvolvimiento de los hechos sociales históricos, estas leyes emergen de un Promesa, entendida como un metadiscurso que se autofundamenta y que pauta el accionar de los seres humanos. En el caso presente, la promesa que permite entender el actual proceso político de Bolivia es la Promesa de Warisata. Se describe la genealogía de esta Promesa. Concluye afirmando que esta promesa requiere de un adecuado proceso pedagógico y politológico para su éxito en la historia mundial.

          Translated abstract

          This article explains the current political process that Bolivia is going through. It has to be read from an innovative perspective that denies the existence of historical universal and eternal laws given by an Extra Human Being -God- or the nature, expressed by two promises: the promise of San Augustine and the modernity promises. It shows that, although it is possible to talk about historical laws that explain the development of social historical facts, these laws arise from a Promise, understood as a metadiscourse that it is self-based and that manages the behavior of human beings. In the present case, the promise that allows understanding the current political process of Bolivia is the Warisata Promise. Genealogy of this is described. It finishes affirming that this promise requires of an appropriate educational and politological process for its success in the world history.
