      Participación electoral y cultura política en Venezuela 1958-2007

          Abstract

          El artículo tiene como objetivo estudiar la relación entre los valores y actitudes políticas de los venezolanos y la participación electoral. A partir del análisis de esta última, de sus avances y retrocesos durante el período 1958-2007, se ha identificado en el binomio compromiso cívico-movilización social un resumen de las variables que nos permiten aproximarnos a los niveles de participación/abstención como indicadores del funcionamiento del sistema político y de la legitimidad de la democracia. El principal hallazgo puede resumirse en que, a medida que los factores contextuales que incentivan la participación electoral declinan, la responsabilidad de participar o no en procesos electorales se sustenta en el compromiso ciudadano, es decir, en el grado de compromiso que tienen los individuos con el funcionamiento del sistema democrático.

          Translated abstract

          A review of the relationship between civic culture and electoral participation in Venezuela is the main objective of this paper. Starting with the analysis of the electoral statistics -the evolution of participation (progress and reverses) along the 1958-2007 democratic period-, the variables for an approach to the levels of participation/abstention as indicators of the functionality of the political system and legitimacy of democracy are identified in the binomial civic engagement-social mobilization. The main finding would be that as the contextual factors that promote participation decline, civic responsibility regarding participation in electoral processes is sustained by citizen engagement, that is, the level of commitment of the citizens with the democratic system.
