      A comparison between electronic and printed journals

          Abstract

          The number of journals is rapidly rising worldwide. There is public debate about published articles comparing the costs, benefits, and various pros and cons of printed versus electronic full-text journals. The advancement of online journals during recent years has given librarians a powerful new resource to support learning and research.

          This article explores issues relating to the print publication process and the electronic publication process in order to clarify the unique advantages and disadvantages of each media. Most commercial sites are subscription-based, or allow pay-per-view access. Many universities subscribe to electronic journals to provide access to their students and faculty, and it is generally also possible for individuals to subscribe. An increasing number of journals are now available with open access, requiring no subscription. This is the case with the Journal for ReAttach Therapy and Developmental Diversities. Most working paper archives and articles on personal homepages are free; as are collections in institutional repositories and subject repositories. One of the great advantages of electronic journals is the possibility of acquiring article-level metrics.

          Printed journals are portable and convenient, don’t require a device to read, have a high graphical resolution (easier to read) and are self-archiving. Printed journals should continue to survive, but only with a decrease in production and changes in content to suit more restricted niches left in the wake of the electronic journals.

          THE ROLE OF ARTICLE LEVEL METRICS IN SCIENTIFIC PUBLISHING

          Emerging metrics based on article-level does not exclude traditional metrics based on citations to the journal, but complements them. Article-level metrics (ALMs) provide a wide range of metrics about the uptake of an individual journal article by the scientific community after publication. They include citations, statistics of usage, discussions in online comments and social media, social bookmarking, and recommendations. In this editorial, the role of article level metrics in publishing scientific papers has been described. Article-Level Metrics (ALMs) are rapidly emerging as important tools to quantify how individual articles are being discussed, shared, and used. Data sources depend on the tool, but they include classic metrics indicators depending on citations, academic social networks (Mendeley, CiteULike, Delicious) and social media (Facebook, Twitter, blogs, and Youtube). The most popular tools used to apply this new metrics are: Public Library of Science - Article-Level Metrics, Altmetric, Impactstory and Plum Analytics. Journal Impact Factor (JIF) does not consider impact or influence beyond citations count as this count reflected only through Thomson Reuters’ Web of Science® database. JIF provides indicator related to the journal, but not related to a published paper. Thus, altmetrics now becomes an alternative metrics for performance assessment of individual scientists and their contributed scholarly publications. Macedonian scholarly publishers have to work on implementing of article level metrics in their e-journals. It is the way to increase their visibility and impact in the world of science.

            20 YEARS JOURNAL OF SPECIAL EDUCATION AND REHABILITATION - A PERIOD OF CONTINUOUS DEVELOPMENT

            Introduction and goal: The first edition of the “Journal of Special Education and Rehabilitation” was released for the first time in 1997, and over the past 20 years, 37 issues have been published. In the Journal different kinds of articles are published from several scientific disciplines such as special education and rehabilitation, medicine, pedagogy, psychology, social politics, law and others. The goal of this editorial is to review the 20 years’ existence of the “Journal of Special Education and Rehabilitation” and to point out the future activities for the promotion of the quality of published articles and the integrity and visibility of the journal. Methods: Review and analysis of the documentation of the journal as well as the evidence of submitted, rejected and accepted manuscripts, the structure of published articles by according to their uniqueness, and other specific moments in the development of the journal from its founding in 1997 – and especially the achievements in the period from 2008 to 2016. Results: Over the past nine years we have noticed a growth in the number of authors and co-authors from the published articles by 358, from 28 different countries. The rate of acceptance of new articles has reduced from the original 93% in the first years of the foundation of the journal to 33% in the last three years. The majority of published articles come from authors from Macedonia which we can find in 31 articles or 27.7% from the overall published articles. The majority of authors have published original manuscripts (n= 87 or 53%), and then we have 12% articles of revision and 11.5% scientific articles. With regard to the different sections of the journal, the most published are news and information that are not subject to review (28%) while from the articles that are reviewed the most represented section is from special education and rehabilitation with a total of 16.5% from the overall number of published articles. Conclusion: The “Journal of Special Education and Rehabilitation” is a journal that undertakes review on its articles and has an open access policy, which marks a continuous progress in quality and visibility with an appointed goal to serve as a solid medium to enhance scientific research and to promote professional achievements in the field of special education and rehabilitation and the similar fields in biomedicine in the Republic of Macedonia and abroad.

              JOURNAL OF SPECIAL EDUCATION AND REHABILITATION FROM SCIENTIFIC PERIPHERY TO RELEVANT SCIENTIFIC JOURNAL

              This editorial describes the growth of the Journal of Special Education and Rehabilitation in the last 18 years since it began to be published. Although it began as a local and specialized, it managed to develop into an international and scientific and to attract a large number of authors from over 30 countries around the world. Currently, the journal is indexed in 65 databases worldwide. Macedonia is a tough periphery in the world of science. But, this does not prevent the journal to become more visible and significant in scientific areas that the field of special education and rehabilitation covers. In our country there are many factors that hinder the way for the creation of high quality scientific journal. These are discussed in detail in the paper. To reach higher relevance of the journal, a great dedication of the people working in the publish-ing offices is necessary. The editors of small journals of the region need to exchange their experiences. The editorial teams of smaller journals have to gather experi-ence from major journals. They need to put more effort into increasing the visibility of the journal online, and they can do this by sharing the labor of the social media. The competent Ministry of Education and Science should allo-cate a greater percentage of the gross domestic product for publishing as small journals could become more relevant in the world of science. The conclusion is that small journals may con-tribute in the world of science with relevant sci-entific information.
