          Abstract

          La legitimidad política de autoridades de gobiernos municipales y de organizaciones indígena originaria campesinas en municipios de Curahuara de Carangas (Oruro) y Pucarani (La Paz) se fundamenta en las experiencias de liderazgo que comienzan desde sus organizaciones de base, como ser, ayllus, sindicatos agrarios, sub-centrales campesinas. En base a esta lógica organizativa asumen cargos de autoridad, primero en sus organizaciones de representación, segundo, en el gobierno municipal. Ambas instancias elaboran políticas públicas, proyectos que determinan el apoyo o rechazo de las comunidades campesinas y ayllus a la gestión estatal. Finalmente hay un ejercicio plural del poder, donde los liderazgos se caracterizan por una valoración de lo indígena originario campesino y los conocimientos técnico académico que requieren los municipios rurales.

          Translated abstract

          The political legitimacy of authorities of municipal governments and rural native organizations inthe municipalities of Curahuarade Carangas (Oruro) and Pucarani (La Paz), is based on the experiences of leadship that begin from their base organizations, as they are, ayllus, agricultural unions, rural sub-centrals. In the basis of this organizative logic they assume authority positions, firstly in their own representative organizations, secondly, in municipal government. Both instances make public policies, projects that determinate the support or rejection of rural communities and ayllus to the state management. Finally, there is a plural practice of power, where leaderships are characterized by a appreciation of rural native and technical-academic knowledge to be required by rural municipalities.
