          Abstract

It is expounded here that during the Cárdenas period the Mexican government manifested repeatedly for the colonization of Baja California with Mexican arising from the United States. The interest was evident in the promotion of various studies, and the tours of distinguished officials that examined the conditions of the place to establish expatriated compatriots.
