      The social dilemma of autonomous vehicles

          Abstract

          Autonomous Vehicles (AVs) should reduce traffic accidents, but they will sometimes have to choose between two evils-for example, running over pedestrians or sacrificing itself and its passenger to save them. Defining the algorithms that will help AVs make these moral decisions is a formidable challenge. We found that participants to six MTurk studies approved of utilitarian AVs (that sacrifice their passengers for the greater good), and would like others to buy them, but they would themselves prefer to ride in AVs that protect their passengers at all costs. They would disapprove of enforcing utilitarian AVs, and would be less willing to buy such a regulated AV. Accordingly, regulating for utilitarian algorithms may paradoxically increase casualties by postponing the adoption of a safer technology.

          The struggle to govern the commons.

          Human institutions--ways of organizing activities--affect the resilience of the environment. Locally evolved institutional arrangements governed by stable communities and buffered from outside forces have sustained resources successfully for centuries, although they often fail when rapid change occurs. Ideal conditions for governance are increasingly rare. Critical problems, such as transboundary pollution, tropical deforestation, and climate change, are at larger scales and involve nonlocal influences. Promising strategies for addressing these problems include dialogue among interested parties, officials, and scientists; complex, redundant, and layered institutions; a mix of institutional types; and designs that facilitate experimentation, learning, and change.

            An ethics framework for public health.

            More than 100 years ago, public health began as an organized discipline, its purpose being to improve the health of populations rather than of individuals. Given its population-based focus, however, public health perennially faces dilemmas concerning the appropriate extent of its reach and whether its activities infringe on individual liberties in ethically troublesome ways. In this article a framework for ethics analysis of public health programs is proposed. To advance traditional public health goals while maximizing individual liberties and furthering social justice, public health interventions should reduce morbidity or mortality; data must substantiate that a program (or the series of programs of which a program is a part) will reduce morbidity or mortality; burdens of the program must be identified and minimized; the program must be implemented fairly and must, at times, minimize preexisting social injustices; and fair procedures must be used to determine which burdens are acceptable to a community.
