Abstract

Resumen: El propósito de este artículo es analizar la regulación docente mexicana de 2019 para maestros de educación primaria. El estudio se sustentó en el concepto de carrera docente, sus enfoques y fases, mediante los cuales se revisó la Ley General del Sistema para la Carrera de las Maestras y los Maestros (de 2019). Entre los resultados destaca que esta regulación responde a la necesidad de valoración de la docencia, esto debido a que el gremio magisterial consideró al sistema de carrera anterior (de 2013) como punitivo. La carrera 2019 descansa en el enfoque centrado en el mérito. Uno de sus aspectos novedosos es la etapa de reconocimiento, a fin de que maestros y directivos escolares, de forma temporal, ocupen funciones de tutoría, asesoría técnica pedagógica y de gestión. El principal desafío que enfrenta este sistema es su implementación.

Abstract: The purpose of this article is to analyze Mexico's regulations for elementary school teachers. The study is based on the concept of teachers' careers, their focuses and phases, through which the General Law of the System for Careers in Teaching (2019) was reviewed. The results emphasize that the regulations respond to the need to value teachers, who considered the previous career system (from 2013) to be punitive. The career regulations of 2019 are focused on merit. One of their novel aspects is the stage of recognition, so that teachers and principals temporarily exercise functions of tutoring, advising, and administration. The primary challenge that the system faces is implementation.
