ÁREAS DE DESARROLLO INDÍGENA: ESTUDIO DE CASO DEL ADI PUEL NAHUELBUTA, COMO ESTRATEGIA DE LAS POLÍTICAS PÚBLICAS EN EL MUNDO MAPUCHE Translated title: Indigenous Development Areas: Case study of the Puel Nahuelbuta IDA, as public policies strategy into Mapuche world

Abstract

El objetivo de la investigación fue conocer los procesos de creación, puesta en marcha y gestión del Área de Desarrollo Indígena Puel Nahuelbuta, como un instrumento de gestión territorial de las políticas públicas hacia el Pueblo Mapuche, en un espacio territorial marcado por la alta concentración de población mapuche, un alto índice de pobreza y un Índice de Desarrollo Humano inferior al alcanzado por las demás comunas de la región y del país. La metodología utilizada respondió a un diseño de investigación mixto, que conjugó métodos de investigación cualitativos y cuantitativos. El enfoque cuantitativo se utilizó para aportar una descripción general, respecto de la distribución y focalización de los recursos económicos proveniente de la Corporación Nacional de Desarrollo Indígena y el Gobierno Regional en las comunas que integran el territorio Puel Nahuelbuta. En tanto el enfoque cualitativo se orientó a recoger y analizar el contenido de los discursos de los actores sociales locales, regionales y nacionales vinculados a la implementación y puesta en marcha del Área de Desarrollo Indígena Puel Nahuelbuta. Los hallazgos de la investigación dicen relación con la escasa presencia de este instrumento de planificación y gestión territorial en las intervenciones públicas en materia de desarrollo social y económico. Surge en atención a sus características socio-culturales específicas, sin embargo, no alcanza el grado de institucionalización necesario para ser un canal de relaciones sociales más eficiente hacia el Pueblo Mapuche.

Translated abstract

The aim of the research was to know the processes of creation, implementation and management of Indigenous Development Area named "Puel Nahuelbuta", as instrument of public policy's land management toward Mapuche people. In a territory marked by the high concentration of Mapuche population, a high poverty rate and a Human Development Index lower than the achieved by the other region's communes and the country. The methodology was based on a mixed research design, which combined qualitative and quantitative research methods. Quantitative approach was used to contribute a general description, regarding to the distribution of economic resource coming from National Indigenous Development Corporation (CONADI) and the regional government into the villages that settle in Puel Nahuelbuta territory. Therefore, qualitative approach was oriented to obtain information concerning to speeches' content from different social actors around the country linked to the implementation of Indigenous Development Area Nahuelbuta Puel. The research findings are related to the poor presence of planning and land management concerning to government intervention in social and economic development. They emerges in attention to their socio-cultural characteristics specific, however, do not reach the institutionalization's level needed to be a channel of social relationships more productive toward Mapuche citizenship.
