Abstract

El informe del Instituto de Estudios para la Paz de Estocolmo (SIPRI) sobre el aumento del gasto militar en América Latina, suscitó preocupaciones por una supuesta carrera armamentista en la región. Empero, no existen razones para evocar tal posibilidad. En respuesta, el presente artículo pretende poner a consideración del lector algunos elementos clave a tener en cuenta para el estudio del gasto militar en América Latina y en Colombia. El artículo presenta el dilema de ''cañones versus mantequilla''; reflexiona acerca del informe del SIPRI y finalmente, se propone la forma en que se debe abordar el estudio del Gasto en Defensa y Seguridad en Colombia.

Translated abstract

The International Peace Research Institute (SIPRI) report about the militaries expenditures in Latin America provoked some fear about an arms race in the region. However, there is no reason to conceive that possibility. Therefore, this article aims to highlight some key elements to take into account for the study of the military expenditure in Latin America and Colombia. The article describes the dilemma known as ''guns or butter'' and some ideas about the SIPRI report. Finally, it presents the way in which the defense and security expenditures studies should be reoriented in Colombia.

Le rapport de l'Institut d'Études pour la Paix de Stockholm sur les dépenses militaires en Amérique Latine a suscité des inquiétudes à propos d'une course aux armements dans la région. Pourtant, ce n'est pas le cas actuel. En réponse, l'article met en lumière des éléments pour tenir en compte afin d'analyser les dépenses militaires en Amérique Latine et en Colombie. L'article présent le dilemme connu comme ''bombes ou beurre'' et réfléchi sur le rapport du SIPRI. Finalement, on propose une nouvelle manière pour étudier les dépenses de la défense et de la sécurité en Colombie.
