Abstract

El objetivo fundamental de este trabajo es analizar el Impuesto sobre Inmuebles Urbanos del municipio Maracaibo del Estado Zulia, para lo cual se realizó un estudio descriptivo-documental. Esta investigación se apoya en documentos y se complementa con entrevistas abiertas realizadas a funcionarios de las unidades administrativas de la Alcaldía de Maracaibo como son la Dirección de Catastro y el Servicio Autónomo Municipal de Administración Tributaria. Los resultados obtenidos permitieron: identificar los elementos del impuesto, analizar los procedimientos de recaudación, donde se observa la desactualización de la ordenanza en el sentido de tener más de treinta años y por otro lado la creación de decretos con la finalidad de incrementar el impuesto, analizar la insuficiencia que presenta el catastro municipal; examinar el comportamiento de recaudación durante el año 2003

The fundamental objective of this work was to analyze the Urban Property Tax in the Municipality of Maracaibo, State of Zulia, for which a descriptive-documentary study was performed. This investigation was supported by documents and complemented by open interviews carried out with employees at the administrative units of the Mayor’s Office, such as the Directorate of Land Registry and the Autonomous Municipal Tax Service. Results allowed the researchers to: identify elements of the tax, analyze collection procedures, for which it was observed that the ordinances are outdated, being more than thirty years old; on the other hand, the study noted the creation of decrees whose purpose is to increase the tax, analyzed the insufficiency presented by the municipal land registry, and examined collection behavior during the year 2003
