      Local development and Local Partnerships: Universities applying pro-active PR in a local systems network logics

          Abstract

          Facing turmoil and continuous stunning, local governing bodies, decision makers and local actors, in most of cases found the most stable solution has been the regional cooperation and particularly that of increasing and strengthening local human resources capacities at a regional level. Trying to increase competiveness, local systems understand more and more the importance of being flexible, on the frame of a sustainable strategic planning. Local infrastructure and interaction of all local factors and actors, at any time, must consider their development following a wider regional prospective. Important evolutions in the education area, mainly in higher education, gave breath to outstanding improvements in the capacities to develop qualified human resources, matching needs from local developments. While achieving standardized didactic tools at a Mediterranean and furthermore, EU level, they become able to deliver internationally recognized knowledge and capacities, improving so at a general level. human resources among countries with different socio-economic level. At the same time, these developments spread quickly the culture of interaction and collaboration among local actors. This also makes possible knowledge and expertise transfer from excellence center and universities toward local public administration and other local stake holders or public, and increases cooperation standardizing practices according to EU requirements. Local issues need local solutions, but this at no case must cause localization or isolation, all those developments must be conceptualized, oriented and managed in a wider prospective, specific needs must have specific answers, and universities are the best in doing this.

          Education Factor and Human Resources Development - Albania Case

          The article gives a general view of the actual situation and the potential importance that the education factor plays in the formation and development of human resources in Albania, based on the Albanian education system applied as well as the strategies undertaken regarding the development of human resources by transforming it in an important asset and an unstoppable source of values for all the society. In particular, the article is focused in analyzing and evaluating the link between the level of human resources education and some of the socio-economic factors supposed to influence on it. The study is based on the data gathered through usage of the questionnaire tool by distributing 500 of them in the main cities of Albania. By applying statistical analysis, Chi-Square Tests and correlation coefficients on the data gathered it came out that individuals with (at least) university education have a higher proportion of a combined portfolio mostly in investments like treasury bonds and real estate.The behavior of the Albanian citizens towards the investment in human capital is noticeably determined by the individual level of education, with the level of importance 0, 01 which means a 99% probability in significance and the calculation of the correlation coefficient between the investment in human capital and the education is 98% important.

            The management of human resource in the local goverment through the presentation of the status of application of civil service in the Republic of Albania

            The aim of this study:This study aims to pick up the transparence and the efficence in the managmnet of human resource, through the presantion of the state of the Law “ For the civil service” in the Republic of Albania and especially in the administration of the local government, recommending some ways to go on in this field, that will be the basis for the good progress in the local goverment. Methodology: Five municipalities were chosen to realise this study. Concretely, they are Vlore, Berat, Durres, Shkoder and Elbasan, where the study visists were applied and then the interviewing of the white collars through questions. Two forms of questionnaires were prepaired. The first one for the white collars of differnt levels and the second is for the responsabile administrators for the human resource. Results:This study will introduce efficence in the managment of human resource in the chosen municipalities, through elaboration, analisys and the interpretion of the information, seeing the civil service in the point of view of the white collars themselves of the different levels and from the point of view of the responsible authority for the human resource. Also in the study will be combined the analysis of the result based on the identified causes with the actual legislation for the civil service in Albania. The conclusion:Through this study will be aimed to be realised a reflection of the reality state of the managment of human resource and will become possible the awareness of the responsible authority for the human resource, in order to follow on wards the best selection of specialists according to the job describtion and of the civil employment service and their qualification based on the legislation of the civil service and also provision of continuous protection , wheterver the political changes may be. Let this study be an incitement to evaluate more the white collar, the way of his selection according to the law of “Civil Services in the Albanian Republic” and also the implementation of this law in order to consolidate the public administration at local level.
