      The relevance of training specialists in the Health Technology Assessment in the world and Ukraine

          Abstract

          Based on generalization of the modern international experience the areas of development of the methodology for training specialists in Health Technology Assessment (НТА) system have been determined; they reflect the categories of information consumers, the goal, methods, organizers and intermediaries of knowledge transfer. The analysis of the market of educational services, educational curricula and Internet resources in the field of НТА has been conducted. Based on the results they are classified into 4 groups – academic programs, professional improvement and continuing education, short-term training and information for various target groups, online courses at the pre-graduate level and for postgraduate training. According to the all-Ukrainian survey the necessity for training specialists in the field of “expert in assessing health technologies” has been confirmed. Based on the information needs, requirements of stakeholders and international experts in НТА a qualification characteristic, and on its basis – the professional academic program, have been developed at the National University of Pharmacy, as well as training of the corresponding specialists has been started. In the future, it is planned to expand educational services and conduct short-term courses and workshops, as well as online training of specialists in НТА at the postgraduate level.

          HTA Implementation Roadmap in Central and Eastern European Countries

          Abstract The opportunity cost of inappropriate health policy decisions is greater in Central and Eastern European (CEE) compared with Western European (WE) countries because of poorer population health and more limited healthcare resources. Application of health technology assessment (HTA) prior to healthcare financing decisions can improve the allocative efficiency of scarce resources. However, few CEE countries have a clear roadmap for HTA implementation. Examples from high‐income countries may not be directly relevant, as CEE countries cannot allocate so much financial and human resources for substantiating policy decisions with evidence. Our objective was to describe the main HTA implementation scenarios in CEE countries and summarize the most important questions related to capacity building, financing HTA research, process and organizational structure for HTA, standardization of HTA methodology, use of local data, scope of mandatory HTA, decision criteria, and international collaboration in HTA. Although HTA implementation strategies from the region can be relevant examples for other CEE countries with similar cultural environment and economic status, HTA roadmaps are not still fully transferable without taking into account country‐specific aspects, such as country size, gross domestic product per capita, major social values, public health priorities, and fragmentation of healthcare financing.             Health technology assessment in Poland, the Czech Republic, Hungary, Romania and Bulgaria.

            This paper describes and discusses the development and use of health technology assessment (HTA) in five Central and Eastern European countries (CEE): Poland, the Czech Republic, Hungary, Romania and Bulgaria. It provides a general snapshot of HTA policies in the selected CEE countries to date by focusing on country case-studies based on document analysis and expert opinion. It offers an overview of similarities and differences between the individual CEE countries and discusses in detail the role of HTA by assessing its formalization and institutionalization, standardization of methodology, the use of HTA in practice and the degree of professionalization of HTA in the region. It finds that HTA has been to some extent implemented in all five countries studied, with methodologies in accordance with international standards, but that challenges remain when it comes to the role of HTA in health care decision-making as well as to human resource capacities of the countries. This paper suggests that coming years will show whether CEE countries develop adequate national analytical capacity to assess and appraise technologies in the context of local need and affordability, instead of using HTA as a mere administrative procedure to fulfill (inter)national requirements. Finally, suggestions are provided to strengthen HTA in CEE countries through cooperation, mutual learning, a common accreditation of HTA bodies and increased network building among CEE HTA experts.
