          Abstract

          Outsourcing of scientific publishing to scientific journals is problematic, both economically and academically. It is expensive, slow, non-transparent, unbalanced and excluding. Academic library subscriptions contribute substantially to the publishing companies’ 30-40% profit. There is general consensus that scientific reports should be openly accessible on the Internet. This is generally not the case with articles published in the traditional scientific journals. Open access journals are multiplying fast, but many are of questionable quality. Although open access publishing is less expensive than journal subscription, the article processing charges (APC) of open access journals are still high (up to 5,000 USD) and should be reduced. Science is expensive, scientific publishing should not be expensive.The impression the present system, with its editors and anonymous reviewers, conveys of quality and objectivity, is partly an illusion. The basis for decision on manuscripts is too thin and the balance of power is too uneven.Instead of a complicated fallible system, a simple fallible system is suggested: web-based, indexed and searchable repositories funded and organized by accountable and non-profit institutions/organizations where researchers may upload reports that have been thoroughly reviewed by and are supported by one or more competent, impartial, unbiased and named expert peers chosen by the authors themselves. After publication, reports may be further openly evaluated and commented online by named researchers in the field. Article processing charges should be moderate. Such a system would be simple, reasonable, fast, transparent, balanced, including, efficient, and adequately quality secured.

          The rate of growth in scientific publication and the decline in coverage provided by Science Citation Index

          The growth rate of scientific publication has been studied from 1907 to 2007 using available data from a number of literature databases, including Science Citation Index (SCI) and Social Sciences Citation Index (SSCI). Traditional scientific publishing, that is publication in peer-reviewed journals, is still increasing although there are big differences between fields. There are no indications that the growth rate has decreased in the last 50 years. At the same time publication using new channels, for example conference proceedings, open archives and home pages, is growing fast. The growth rate for SCI up to 2007 is smaller than for comparable databases. This means that SCI was covering a decreasing part of the traditional scientific literature. There are also clear indications that the coverage by SCI is especially low in some of the scientific areas with the highest growth rate, including computer science and engineering sciences. The role of conference proceedings, open access archives and publications published on the net is increasing, especially in scientific fields with high growth rates, but this has only partially been reflected in the databases. The new publication channels challenge the use of the big databases in measurements of scientific productivity or output and of the growth rate of science. Because of the declining coverage and this challenge it is problematic that SCI has been used and is used as the dominant source for science indicators based on publication and citation numbers. The limited data available for social sciences show that the growth rate in SSCI was remarkably low and indicate that the coverage by SSCI was declining over time. National Science Indicators from Thomson Reuters is based solely on SCI, SSCI and Arts and Humanities Citation Index (AHCI). Therefore the declining coverage of the citation databases problematizes the use of this source.

              The Global Burden of Journal Peer Review in the Biomedical Literature: Strong Imbalance in the Collective Enterprise

              The growth in scientific production may threaten the capacity for the scientific community to handle the ever-increasing demand for peer review of scientific publications. There is little evidence regarding the sustainability of the peer-review system and how the scientific community copes with the burden it poses. We used mathematical modeling to estimate the overall quantitative annual demand for peer review and the supply in biomedical research. The modeling was informed by empirical data from various sources in the biomedical domain, including all articles indexed at MEDLINE. We found that for 2015, across a range of scenarios, the supply exceeded by 15% to 249% the demand for reviewers and reviews. However, 20% of the researchers performed 69% to 94% of the reviews. Among researchers actually contributing to peer review, 70% dedicated 1% or less of their research work-time to peer review while 5% dedicated 13% or more of it. An estimated 63.4 million hours were devoted to peer review in 2015, among which 18.9 million hours were provided by the top 5% contributing reviewers. Our results support that the system is sustainable in terms of volume but emphasizes a considerable imbalance in the distribution of the peer-review effort across the scientific community. Finally, various individual interactions between authors, editors and reviewers may reduce to some extent the number of reviewers who are available to editors at any point.
