      Reuse Choice, Flood Risk and Resilience, and Characteristics of Counties with Brownfield Cleanups

          Abstract

          Limited research has examined brownfields clean-up, reuse choice and associations with flood risk or resilience. This cross-sectional analysis examines counties with U.S. Environmental Protection Agency (EPA) funded brownfield cleanups initiated from 2005 through 2009 and assesses the county-level relationship of green reuse with flood risk while accounting for county factors of resources, environmental stressors, race and ethnicity, location, and structural characteristics, as modified from the Gee and Payne-Sturges conceptual model of community environmental health. Flood plain designation predicted a three-fold odds of green reuse alone (OR = 2.96 [95% CI, 1.31–6.66]) and green with other reuses (OR = 2.88 [95% CI, 1.07–7.75]). Green reuse alone was influenced negatively when a county had an eastern or western US location or a larger proportion of population aged 5–24 and positively when population education levels were higher. Among counties with green and other reuse, low education was predictive. Conceptually, decisions for green reuse alone were driven by resources and location while decisions for green and other reuse were driven by resources, location and environmental stressors.

          The risk perception paradox--implications for governance and communication of natural hazards.

          This article reviews the main insights from selected literature on risk perception, particularly in connection with natural hazards. It includes numerous case studies on perception and social behavior dealing with floods, droughts, earthquakes, volcano eruptions, wild fires, and landslides. The review reveals that personal experience of a natural hazard and trust--or lack of trust--in authorities and experts have the most substantial impact on risk perception. Cultural and individual factors such as media coverage, age, gender, education, income, social status, and others do not play such an important role but act as mediators or amplifiers of the main causal connections between experience, trust, perception, and preparedness to take protective actions. When analyzing the factors of experience and trust on risk perception and on the likeliness of individuals to take preparedness action, the review found that a risk perception paradox exists in that it is assumed that high risk perception will lead to personal preparedness and, in the next step, to risk mitigation behavior. However, this is not necessarily true. In fact, the opposite can occur if individuals with high risk perception still choose not to personally prepare themselves in the face of a natural hazard. Therefore, based on the results of the review, this article offers three explanations suggesting why this paradox might occur. These findings have implications for future risk governance and communication as well as for the willingness of individuals to invest in risk preparedness or risk mitigation actions. © 2012 Society for Risk Analysis.

            Exposure to Neighborhood Green Space and Mental Health: Evidence from the Survey of the Health of Wisconsin

            Green space is now widely viewed as a health-promoting characteristic of residential environments, and has been linked to mental health benefits such as recovery from mental fatigue and reduced stress, particularly through experimental work in environmental psychology. Few population level studies have examined the relationships between green space and mental health. Further, few studies have considered the role of green space in non-urban settings. This study contributes a population-level perspective from the United States to examine the relationship between environmental green space and mental health outcomes in a study area that includes a spectrum of urban to rural environments. Multivariate survey regression analyses examine the association between green space and mental health using the unique, population-based Survey of the Health of Wisconsin database. Analyses were adjusted for length of residence in the neighborhood to reduce the impact of neighborhood selection bias. Higher levels of neighborhood green space were associated with significantly lower levels of symptomology for depression, anxiety and stress, after controlling for a wide range of confounding factors. Results suggest that “greening” could be a potential population mental health improvement strategy in the United States.

              Environmental Health Disparities: A Framework Integrating Psychosocial and Environmental Concepts

              Although it is often acknowledged that social and environmental factors interact to produce racial and ethnic environmental health disparities, it is still unclear how this occurs. Despite continued controversy, the environmental justice movement has provided some insight by suggesting that disadvantaged communities face greater likelihood of exposure to ambient hazards. The exposure–disease paradigm has long suggested that differential “vulnerability” may modify the effects of toxicants on biological systems. However, relatively little work has been done to specify whether racial and ethnic minorities may have greater vulnerability than do majority populations and, further, what these vulnerabilities may be. We suggest that psychosocial stress may be the vulnerability factor that links social conditions with environmental hazards. Psychosocial stress can lead to acute and chronic changes in the functioning of body systems (e.g., immune) and also lead directly to illness. In this article we present a multidisciplinary framework integrating these ideas. We also argue that residential segregation leads to differential experiences of community stress, exposure to pollutants, and access to community resources. When not counterbalanced by resources, stressors may lead to heightened vulnerability to environmental hazards.
