          Abstract

          Resumen Los autores explican en qué han consistido los cambios en política exterior planteados por el gobierno de Enrique Peña Nieto hacia China y los contrastan con la tradición gubernamental mexicana en la materia. Describen y analizan cuál ha sido para Beijing la idea de las asociaciones estratégicas y su evolución en la relación con su contraparte mexicana. Analizan el aspecto institucional y la atomización de los actores en los ámbitos de calzado, minería y petróleo; además, esbozan lo que podría representar la nueva Asociación Estratégica Integral para el futuro de la relación.

          Résumé Les auteurs expliquent quels sont les changements dans la politique mexicaine vis-à-vis de la Chine promus par le gouvernement de Peña Nieto et ils les comparent à la diplomatie traditionnelle du Mexique. Ils décrivent et ils analysent aussi la manière dont Pékin conçoit les associations stratégiques; ils suivent l'évolution des rapports chinois-mexicains, en tenant compte des facteurs institutionnels et de la multiplicité des acteurs impliqués, notamment en ce qui concerne la fabrication de souliers, l'activité minière et le pétrole; finalement, ils esquissent l'importance probable de la nouvelle Association Stratégique Intégrale pour l'avenir des relations bilatérales.

          Translated abstract

          Abstract The authors of this paper set out the changes in foreign policy proposed by the government of Enrique Peña Nieto towards China, and contrast them with Mexican government tradition in this sphere. They describe and analyze the purpose of strategic associations for Beijing, and how these have evolved in terms of the relationship with its Mexican counterpart. The paper further analyzes the institutional perspective and the fragmentation of the actors in the sectors of footwear, mining, and petroleum; and finally sketches out what the new Comprehensive Strategic Association could mean for the future of the relationship.

          Rethinking Japan's China Policy: Japan as an Accommodator in the Rise of China, 1978–2011

          For the last four decades Sino-Japanese relations have been characterized by steadily growing economic and sociocultural interactions. Yet, greater interdependence has developed in tandem with bilateral tensions. Many analysts have attempted to explain the latter as a result of Japan trying to balance or contain the burgeoning growth of Chinese capabilities. In this article, we question and qualify this widespread understanding of Japan's response to China's rise by examining how Japan has handled China's rise between 1978 and 2011. More precisely, how has Japan dealt with China's long-term core strategic interests, which are embodied in the post-1978 Chinese “grand strategy” that is believed to have been instrumental to China's rise? Our main finding is that to a significant degree Japan has accommodated the rise of China rather than balanced against it.
