Dr Masumi Hoshino from the University of Tsukuba is gathering and analysing data to guide the development of more effective and efficient education systems in Japan. Hoshino seeks to uncover the ways in which major governing bodies share the fiscal and administrative burden of education and highlights local and national education administrative best practice. The purpose of the research is to clarify the institutional conditions that will facilitate the connection from primary education to higher education within a decentralised educational administrative structure.
