            Abstract

The current state of the health sector in Mozambique, is here located in the context of the state of ongoing struggles for independence and development there. Not only does the state of war directly challenge Moazambique's sovereignty; it is further threatened by the activities of these external agencies supposedly providing aid, yet in practice disrupting significantly government central planning. The implications of this study extend far beyond Mozambique.
