NICHOLAS C. MAYNARD researches the impact of information and communications technology on international economic development. He has had a series of research and private sector jobs within the development and telecommunications industries.

RUTH F. G. WILLIAMS is a lecturer in Economics at Victoria University in Melbourne. She is also a Research Associate at the Queensland Centre for Mental Health Research.
