Mobile Financial Services (MFS) has enabled financial services providers to develop new business models to reach a broader customer base cost-effectively, however cybersecurity concerns have slowed down MFS adoption. This is particularly the case for the Visually Impaired (VI), with over 2 billion people globally living with some form of visual impairment. In order to reach the VI with much needed financial services, a solution for addressing MFS security should take into consideration the peculiar needs of this group. This paper examines the security of current accessibility tools and the accessibility of security tools used by VI persons to access MFS to develop a requirement that will facilitate the right level of balance between security and accessibility in MFS for the VI. The paper identified threats and vulnerabilities related to the use of MFS by VI and proposed a set of recommendations on how to address them. Furthermore, requirements were developed to guide MFS developers in ensuring the right trade-off between security and accessibility in MFS. The requirements were then used to evaluate secure accessibility for MFS. The results show that there is a need for MFS providers to incorporate a secured accessibility approach.
