Abstract
In 1979, another decommissioned reform school was reopened as a minimum-security adult correctional institution. Jerome Miller, as Commissioner of the Division of Youth Services in Massachusetts, closed virtually all juvenile detention facilities. Along with decommissioned mental hospitals, a few juvenile detention centers were renovated into Department of Correction facilities .
