Introduction
This paper explains the current situation (in 2015) of urbanisation and its impact to the hydrology of Ciliwung river. The authors tried to simulate the hydrological discharge of the river and identify its possible relationship with land use change, in which reflects the rate of urbanisation. The simulation was based on three water gauge stations in the Ciliwung river.
General comments
The paper shows land use change from the 1970’s until 2015. The red zone (settlement) had rapidly developed. This situation corresponds with the hydrological balance according to the analysis. The problem with the simulation, which had been mentioned also by the authors, were the lack of gauge stations, compared to the basin area of 385 km2 with very different topographical features. The government should give more attention to this issue, since many water management program would rely on the simulation like the one described in this paper.
This paper, along with other similar paper, should give a straightforward direction for the government to deal with flooding problems every year. One key point is for the government

More parties should present the results to the decision makers. This paper can be used as one argument to propose a consecutive water management plans.
