Resumen: La naturaleza de la influencia política de los militares en los países de América Latina cambió con el advenimiento de la tercera ola de la democratización. Actualmente el peso político de las FF.AA. se ubica en los procesos de elaboración de las políticas públicas de defensa nacional particularmente en la definición de la doctrina militar. Este artículo explica el tipo de control civil sobre la doctrina contraterrorista del Ejército Nacional, basado en la teoría agente-principal. Asimismo, a partir de la crítica de los supuestos de la teoría de Feaver (1996) y de su reformulación, se presenta un modelo analítico basado en la perspectiva teórica del principal - agente que permite analizar el comportamiento de los actores en los procesos de hechura de políticas públicas

Abstract: The nature of the political influence of the militaries over the American Latin countries has changed with the advent of the third wave of democratization. Currently, the political weight of the Armed Forces is located in the formulation processes of public defense policies, particularly in the definition of the military doctrine. This article explains the type of civilian control over the National Army counterterrorist doctrine based on the principal agent theory. Furthermore, beginning with a critic of Feaver’s (1996) theoretical assumptions and the reformulation of his theory, an analytical model based on the principal agent approach is presented which allows analyzing the behavior of the different actors in the public policy-making processes
