      Multi-level governance in federal contexts: the Social Assistance Policy in the City of São Paulo

          Abstract

          This article examines the governance of social assistance in the City of São Paulo by considering the interplay between the federal normative acts that conform to the Unified System of Social Assistance (SUAS) and the decisions taken at the municipal level, in order to better understand multi-level governance in federal contexts. We demonstrate that federal-set policy parameters matter but they are not sufficient to understand how policies are implemented at the local level. Hence, the article revises some established assumptions about the local implementation of social policies in federal contexts. We argue that the governance of social assistance at the municipal level can be understood by the combination of the following aspects: 01. the power resources, capacities and constraints available for state and civil society actors; 02. the interactions and disputes between these actors in formal and informal arenas; 03. the main ideas supported by relevant actors and the instruments they use to transform ideas into policy actions. Our results show that agency at the local level matters even for nationally regulated policies. Moreover, the historical process of capacity building matters not only to state actors, but also to civil society organizations.

            Sociedade civil, Estado e autonomia: argumentos, contra-argumentos e avanços no debate

            O cenário brasileiro das relações entre Estado e sociedade civil tem se reconfigurado ao longo das últimas três décadas, suscitando esforços da literatura especializada para diagnosticar tais mudanças mediante deslocamentos analíticos e revisões de pressupostos. Em diálogo com um diagnóstico recente de conjunto que recoloca algumas teses importantes na literatura e segundo o qual essa reconfiguração é uma passagem de um período histórico de autonomia plena dos atores sociais para um momento de interdependência com o Estado, o artigo desenvolve quatro contra-argumentos amparados em deslocamentos teórico-analíticos e metodológicos que, junto à extensa pesquisa empírica, marcam avanços no debate do país sobre as relações socioestatais. Os contra-argumentos partem do pressuposto da mútua constituição, ou codeterminação, entre Estado e sociedade civil e revisam criticamente os argumentos sobre a emergência tardia da sociedade civil no Brasil, seu nascimento sob o signo de uma não relação com o Estado e os partidos políticos, bem como sobre o advento da interdependência com o Estado no período pós-constituinte. No seu todo, o conjunto dos contra-argumentos mostra os ganhos analíticos de uma perspectiva centrada nas interações socioestatais e de uma compreensão relacional de autonomia tanto no plano da prática dos atores quanto no plano da teoria.

              Government, political actors and governance in urban policies in Brazil and São Paulo: concepts for a future research agenda

              Public policies are produced by connections between several actors, within institutional environments and crossing organizational boundaries, but detailed analyses of the environments in which politics occur are relatively rare in Brazil. I believe the concept of governance could help to bridge this gap. However, this concept has different meanings and has been circulated in Latin America with quite confusing and cacophonic meanings. In this analytical essay, I build a definition of governance based both on local debates and the recent international literature, which can be of use to study urban policies in Brazil, going beyond government but specifying the elements under investigation. The article starts by critically discussing the uses of the concept of governance in Latin America and especially in Brazil, highlighting some of the most important problems of the existing analyses, so as to forge an alternate operational definition. I then discuss the most relevant political actors present in Brazilian urban policies and later use these elements to discuss the governance of policies regarding the production of the built environment.
