Abstract

El Informe de la Comisión Brundtland (1987) estableció el concepto de Desarrollo Sostenible como el proceso que busca “satisfacer las necesidades y aspiraciones del presente, sin comprometer la posibilidad de las generaciones futuras para atender sus propias necesidades (….)”. Se trata de la emergencia de un nuevo significado, que forma parte de una transformación fundamental en nuestros pensamientos, actitudes y valores. Se trata también de una reorientación ética que reevalúa las relaciones sociedad/naturaleza y estado/sociedad civil, a la luz de los postulados interdependientes de equidad social, equilibrio ambiental, bienestar económico y autodeterminación política; sin embargo este nuevo paradigma se podrá operativizar con la participación activa del ingeniero con conciencia social en cada uno de los niveles de la participación ciudadana. La presente investigación tiene como objetivo fundamental determinar las nuevas responsabilidades sociales de los ingenieros ante el paradigma del Desarrollo Sostenible. Para conseguir el objetivo planteado en la investigación, el estudio se enmarcó en el enfoque metodológico del tipo documental y descriptivo, que permitió identificar formalmente los aspectos más relevantes, en relación del nuevo rol que debe desempeñar el ingeniero con conciencia social. Como resultado se describen algunas de las actividades relacionadas con los nuevos roles de los ingenieros, ante los retos que representan los objetivos y metas del milenio propuestos por el Banco Mundial. (2000). Este estudio se constituye como un instrumento de importante referencia, a la hora de conocer las nuevas responsabilidades que debe jugar la ingeniería, si se concibe que el fin prioritario de la misma a través de sus diferentes ramas, es el de contribuir al Desarrollo Sostenible de la sociedad.

The Brundtland Commission Report (1987) established the concept of sustainable development as a process that seeks to “meet the needs and aspirations of the present without compromising the ability of future generations to meet their own needs (...) “. It is the emergence of a new meaning, which is part of a fundamental change in our thoughts, attitudes and values. It is also an ethical reorientation reevaluates the relationship between society / nature and state / civil society, in the light of the interdependent principles of social equity, environmental balance, economic welfare and political self-determination, but this new paradigm will operationalize with the active participation of socially conscious engineer in each of the levels of citizen participation. This research has as main objective to determine the new social responsibilities of engineers to the paradigm of sustainable development. To achieve the goal set in the research, the study was part of the methodological approach of the documentary and descriptive, allowing formally identify the most relevant aspects concerning the new role that the engineer with a social conscience should play. As a result describes some of the activities related to the new roles of the engineers, to the challenges posed by the millennium goals and objectives proposed by the World Bank. (2000). This study is important as an instrument of reference to know when the new responsibilities that engineering must play if it is conceived that the priority order of the same through its various branches, is to contribute to Sustainable Development society.
