Abstract

En este artículo se describen los costos para la Región de Arica y Parinacota, como consecuencia de la ejecución de las normas del Tratado de Paz y Amistad del año 1904, firmado entre las repúblicas de Chile y Bolivia, además de otros compromisos, no obligatorios, asumidos por Chile a favor de Bolivia. En particular, se presenta la problemática de las dos vías de transporte de carga desde Arica hacia Bolivia: la ruta 11-CH entre Arica y Tambo Quemado y el Ferrocarril Arica-La Paz. Se ha calculado, en base a información de los años 2001 al 2008, un costo mínimo de US$ 6,12 por tonelada de carga movilizada a través de la Ruta 11-CH. Se muestra el gran aumento de las inversiones en esta ruta, actualmente en ejecución y programadas hasta el año 2023, que significarán costos mucho más altos a futuro. Finalmente, se mencionan otras externalidades negativas no evaluadas monetariamente. Este cálculo no incluye la compensación de almacenamiento por parte del fisco a la empresa concesionaria Terminal Portuaria Arica (TPA) y otros costos para el Estado de Chile, como tarifas preferenciales y exenciones impositivas.

Translated abstract

In this paper an attempt is made to identify and, where possible, quantify the costs borne by Chile, and especially by the Region of Arica and Parinacota, in favor of Bolivia over and above those obligated by the 1904 Peace and Friendship Treaty between the two countries. The focus is on the two overland channels used by Bolivia to transport goods to and from the port of Arica, i.e. the 11-CH Highway and the Arica to La Paz Railway. It is estimated that the effective subsidy ceded by Chile amounts to at least USD 6.12 per ton transported over the said Highway, based on data covering the period 2001 to 2008. Due to a huge investment plan to be carried out by 2023, this amount can be expected to rise. It excludes the costs borne by Chile resulting from the storage free of charge of goods bound to or from Bolivia in the Arica port area and those due to various preferential charges and tax exemptions. The quantitative assessment also excludes certain external costs which are, however, identified.
