          Abstract

          Resumen: Los modelos de políticas de ciencia, tecnología e innovación (PCTI) y los modelos de calidad aplicada a la educación superior (CES) han cambiado en las últimas décadas. A partir de una revisión bibliográfica, se realiza un análisis comparativo de la relación entre ambos tipos de modelos, indagando acerca de una posible coevolución entre ellos. La comparación realizada permite mostrar cierta coevolución histórica entre los modelos. En dos momentos históricos se identifican claras relaciones conceptuales entre los principios generales de ambos tipos: a) el modelo lineal de PCTI y el modelo isomórfico de CES; y b) los modelos sistémicos e interactivos actuales de PCTI y el modelo de CES para la equidad. En la transición entre ambos momentos históricos existe una relación imprecisa. Se plantean hipótesis que generarían estas relaciones y se evidencia una combinación de modelos y una cierta disrupción entre discursos y realidades.

          Translated abstract

          Abstract: Policy models of science, technology and innovation (STIP) and quality models applied to higher education (CES) have changed in recent decades. From a survey of literature, a comparative analysis of the relationship between the two types of models is performed, looking for a possible coevolution between them. This comparison allowed to show some historical coevolution between models. At two different periods, clear conceptual relationships between the general principles of both types are identified: a) the linear model of STIP and the isomorphic model CES; b) current systemic and interactive models for STIP and the CES model for equity. In the transition between the two periods there is a vague relationship. Hypotheses are put forward that are generated by these relationships and show a combination of models arises as well as a disruption between discourse and reality.

          Resumo: Os modelos de políticas de ciência, tecnologia e inovação (PCTI) e os modelos de qualidade aplicada ao ensino superior (CES, na sigla em espanhol) mudaram nas últimas décadas. A partir de levantamento bibliográfico, se faz uma análise comparativa da relação entre ambos os tipos de modelos, indagando sobre a possível coevolução entre eles. A comparação efetuada permite mostrar certa coevolução histórica entre os modelos. Em dois momentos históricos são identificadas claras relações conceituais entre os princípios gerais de ambos os tipos de modelos: a) o modelo linear de PCTI e o modelo isomórfico de CES; e b) os modelos sistémicos e interativos atuais de PCTI e o modelo de CES para a equidade. Existe relação imprecisa na transição entre os dois momentos históricos. São colocadas hipóteses que gerariam estas relações e fica evidenciada a combinação de modelos e certa irrupção entre discursos e realidades.
