Cet article a pour but de présenter les motifs en raison desquels le modèle de relations entre exécutif et législatif s’altère relativement après 1988, en comparaison avec la période 1946-1964. Après avoir brièvement commenté la littérature concernée, on en conclut que ces motifs manquent encore d’explicitation adéquate. On propose ensuite un environnement conceptuel pour la compréhension de la rationale de l’interaction présidents/partis/députés à la Chambre des Députés. On constate que le parrainage ainsi que le pouvoir de la tête de liste sont les ingrédients centraux d’une telle interaction. En fait, d’importantes modifications dans le modèle de relation entre exécutif et législatif sont observées, essentiellement motivées par un plus grand pouvoir d’agenda des présidents actuels, d’où une plus grande capacité du président à aménager ses préférences au sein du législatif, de même qu’un accroissement de la cohésion et de la discipline de parti dans sa base d’appui à la chambre

Translated abstract

The patterns of Executive-Legislative relations that prevailed during the 1946-1964 period differ from those of the post-1988 period. A brief look at the specialized literature shows that the reasons behind these changes have not yet been adequately explained. The article explores these changes more thoroughly, developing a conceptual framework for understanding the rationale of interactions between presidents, parties, and lower chamber representatives. Patronage and agenda power are found to be the prime ingredients in these interactions, and important changes in the pattern of Executive-Legislative relations can be traced essentially to the greater agenda power enjoyed by Brazilian presidents since 1988. This is reflected not only in the president’s improved capacity to make his voice heard within the legislative body but also in the greater party cohesion and discipline displayed by his support base within the lower house
