      Política tarifaria del agua de riego y sus efectos sobre la sustentabilidad de la producción de uva de mesa española Translated title: Irrigation water pricing policy and its effects on sustainability of table grape production in Spain

          Abstract

          Resumen: La uva de mesa en España se localiza principalmente en dos provincias muy áridas del área mediterránea, cercanas geográficamente, aunque con comportamiento empresarial muy distinto. El objetivo del trabajo fue determinar los efectos de la disponibilidad y del precio del agua de riego en la sostenibilidad de las explotaciones de uva. Primero se obtuvieron los precios sombra del agua de riego aplicando la programación compromiso; los cálculos se realizaron para el contexto productivo actual, y otro con adopción de una serie de mejoras tecnológicas. Además se calcularon las curvas de demanda del agua de riego para analizar las repercusiones si se aplica una tarifa creciente, como propone la actual Directiva Marco de Aguas de la Unión Europea. Con los resultados se constata que es preciso elevar el nivel de tecnología en la fase de producción para garantizar la sustentabilidad de las explotaciones de uva de mesa española. Las mejoras más relevantes son: transformar la superficie regada por inundación a riego por goteo, perfeccionar las estructuras de conducción de las plantas, cubrir las parcelas con mallas o plásticos e introducir variedades apirenas y de recolección más tempranas que las actuales. Los precios sombras resultantes para el agua de riego son muy elevados, indicando que en estas explotaciones la disponibilidad de agua tiene un efecto superior al de su precio. Sin embargo, el precio real que podrían pagar los agricultores no coincide con el precio sombra, sino con el deducido de las curvas de demanda que se obtuvo al simular los efectos de implantar una política tarifaria. Para que el agricultor pueda obtener una renta mínima, aunque se adopten las mejoras tecnológicas propuestas, el precio no podrá superar 0.6 € m−3 en la comarca con menor tecnología, y 1.1 € m−3 en la de mayor nivel tecnológico.

          Translated abstract

          Abstract: In Spain, production of table grapes is located principally in two very arid provinces of the Mediterranean region, which, although geographically close, have very distinct entrepreneurial behavior. The objective of this study was to determine the effects of availability and price of irrigation water on the sustainability of grape operations. First, shadow prices of irrigation water were obtained by applying compromise programming; calculations were performed for the current productive context, and another calculation was performed for the adoption of a series of technological improvements. Also, water demand curves were calculated to analyze the repercussions of applying an increasing tariff, such as that proposed by the current European Water Framework Directive. The results show that it is necessary to increase the technological level of the production phase to guarantee the sustainability of Spanish table grape production units. The most relevant improvements are changing surface irrigation for drip irrigation, perfecting the training structures, covering the fields with screens or plastic, introducing apirena varieties, and earlier harvesting. The resulting shadow prices for irrigation water are very high, indicating that in these production units water availability has a greater effect than price. However, the real prices the farmers could pay do not coincide with the shadow price but with that deducted from the demand curves, which were obtained by simulating the effects of implementing a water-pricing policy. For the farmer to obtain a minimal profit, even though the proposed technological improvements are adopted, the price could not surpass 0.6 € m−3 in the area with the least technology and 1.1 € m−3 in that with the highest level of technology.
