          Abstract

          RESUMO O artigo objetiva mapear os avanços feitos pela produção científica brasileira em torno do conceito das burocracias de médio escalão (BME) buscando identificar as definições e os esforços de operacionalização feitos pela literatura, assim como a relação estabelecida com o tema de capacidades burocráticas. Para tanto, realizou-se uma pesquisa de escopo da literatura nacional sobre a temática nos últimos 30 anos. Os resultados mostram que a pesquisa sobre as BME é recente, incipiente em âmbito municipal e na associação com capacidades burocráticas. De modo geral, os autores conceituam as BME como sendo os ocupantes de cargos intermediários entre o alto escalão e o nível da rua. Há um consenso em relação às funções desses burocratas, entre as técnicas, políticas e operacionais. Os achados do artigo demonstram ser necessários estudos das BME em nível municipal uma vez que se trata de um ente governamental altamente relevante na produção de políticas públicas.

          ABSTRACT The article maps the advances in the concept of mid-level bureaucracies (MLB) in Brazilian scientific literature. The study seeks to identify the definitions used in the literature, efforts made to operationalize the concept, and its relationship with bureaucratic capacities. A scoping review examined the Brazilian literature on the subject in the last 30 years. The results show that research on MLB is recent, incipient at the municipal level, and associated with bureaucratic capacities. In general, scholars conceptualize MLB as individuals occupying intermediate positions between the top and the street-level bureaucracy, with broad consensus on their technical, political, and operational roles. The findings demonstrate the need for further research on MLB at the municipal level, given the importance of local administration in shaping public policies.

          RESUMEN El artículo tiene como objetivo mapear los avances de la producción científica brasileña en torno al concepto de burocracias de nivel medio (BME), buscando identificar las definiciones y esfuerzos de operacionalización realizados por la literatura, así como la relación establecida con el tema de las capacidades burocráticas. Se realizó un levantamiento del alcance de la literatura nacional sobre el tema en los últimos 30 años. Los resultados muestran que las investigaciones sobre BME son recientes, incipientes a nivel municipal y asociadas a capacidades burocráticas. En general, los autores conceptualizan a los BME como los ocupantes de posiciones intermedias entre el escalón alto y la primera línea. Existe un consenso respecto de las funciones de estos burócratas, entre técnicas, políticas y operativas. Los hallazgos del artículo demuestran que los estudios de la BME a nivel municipal son necesarios, ya que es una entidad gubernamental de gran relevancia en la producción de políticas públicas.

            Scoping studies: advancing the methodology

            Background Scoping studies are an increasingly popular approach to reviewing health research evidence. In 2005, Arksey and O'Malley published the first methodological framework for conducting scoping studies. While this framework provides an excellent foundation for scoping study methodology, further clarifying and enhancing this framework will help support the consistency with which authors undertake and report scoping studies and may encourage researchers and clinicians to engage in this process. Discussion We build upon our experiences conducting three scoping studies using the Arksey and O'Malley methodology to propose recommendations that clarify and enhance each stage of the framework. Recommendations include: clarifying and linking the purpose and research question (stage one); balancing feasibility with breadth and comprehensiveness of the scoping process (stage two); using an iterative team approach to selecting studies (stage three) and extracting data (stage four); incorporating a numerical summary and qualitative thematic analysis, reporting results, and considering the implications of study findings to policy, practice, or research (stage five); and incorporating consultation with stakeholders as a required knowledge translation component of scoping study methodology (stage six). Lastly, we propose additional considerations for scoping study methodology in order to support the advancement, application and relevance of scoping studies in health research. Summary Specific recommendations to clarify and enhance this methodology are outlined for each stage of the Arksey and O'Malley framework. Continued debate and development about scoping study methodology will help to maximize the usefulness and rigor of scoping study findings within healthcare research and practice.
