Resumen: Uruguay conoció, desde los noventa hasta ahora, dos impulsos fuertes de reforma del área pública de la vivienda de impronta gerencialista. El primero, frustrado, se registró en 1991, y formó parte de una corriente de reforma estatal de tendencia liberal. El segundo, exitoso, ocurrió en 2008 en el marco de un gobierno de izquierda. Abstract: This paper discusses the reform of public housing area in Uruguay under the imprint of managerialism. There are two impulses for change. One in 1991, embedded in a current state of liberal reform, where we analyze its orientation, structure and causes that led to his failure as a model. In contrast, a second pulse of managerialist cut in 2008, successful in the context of a leftist government agency creates a figure for routing policies and policy strategies. The analysis looks at institutional restructuring, their implementations, actors and model results.
