Wissen und Werte im Widerstreit. Zum Verhältnis von Expertise und Politik in der Corona-Krise

Abstract

Im Verlauf der Corona-Krise wird ein verändertes Verhältnis von wissenschaftlicher Expertise und politischer Entscheidungsrationalität deutlich, das sich vor dem Hintergrund sich wandelnder „Thematisierungsweisen“ von Konflikten deuten lässt: Während in einer ersten Phase politische Entscheidungen eng an medizinische und virologische Expertise angebunden blieben, pluralisierten sich mit dem Übergang zur Thematisierung als „Wertkonflikte“ die politischen Bezüge auf Expertenwissen und gewannen an Distanz. Sobald Werteaspekte in den Vordergrund treten, erhöht sich also die Autonomie der Politik; Konflikte hingegen, die sich auf epistemische Aspekte konzentrieren, steigern die Gefahr des Szientismus.

Abstract

In the course of the Corona crisis, a changed relationship between scientific expertise and political decision-making becomes apparent; this can be interpreted against the background of changed „modes of thematising“ conflicts: While in the first phase political decisions remained closely tied to medical and virological expertise, the political references to expert knowledge pluralised and gained distance in the course of the transition to a thematisation as „value conflicts“. As soon as value aspects come to the fore, the autonomy of politics increases; on the other hand, conflicts which focus on epistemic aspects enhance the danger of scientism.
