          Abstract

          Spectacular achievements in the health of individuals have not been matched by equivalent improvement in the health of whole populations. Indeed it is against the background of deterioration in levels of population health in some parts of the world and the emergence and re-emergence of infectious diseases in association with powerful globalizing forces that there has been a recrudescence of interest in 'Public Health'. Here attention is drawn to the dominant values that have shaped our world, to the differences between broad and narrow definitions of public health, to some values that need to be promoted, and to an ethic of public health that considers both human rights and human needs

          Os avanços espetaculares alcançados pela saúde pública individual não foram acompanhados por uma melhoria equivalente da saúde das populações. Em algumas partes do mundo aumentou o interesse pela "saúde pública" devido ao deterioração do nível de saúde da população e a emergência e re-emergência das enfermidades infeciosas com poderosas forças globalizantes. Chama-se atenção para os valores dominantes que moldaram nossos mundo, em relação às diferenças entre definições amplas ou restritivas de saúde pública, para alguns valores que devem ser promovidos e para uma ética de saúde pública que leve em conta tanto os direitos como as necessidades humanas

          Los espectaculares logros alcanzados por la salud de los individuos no han sido equiparados por una mejoría equivalente de la salud de las poblaciones en su conjunto. Justamente, ha habido un aumento del interés por la "Salud Pública" debido al deterioro del nivel de la salud de la población en algunas partes del mundo y a la emergencia y re-emergencia de enfermedades infecciosas asociadas con poderosas fuerzas globalizadoras. Aquí se llama la atención hacia los valores dominantes que han moldeado nuestro mundo, hacia las diferencias entre definiciones amplias y/o restrictivas de la salud pública, hacia algunos valores que deben ser promovidos y hacia una ética de la salud pública que considere tanto los derechos como las necesidades humanas

            Principles for the Justification of Public Health Intervention

            Objectives : The objective of this paper is to discuss principles relevant to ethical deliberation in public health. Methods : Conceptual analysis and literature review. Results : Four principles are identified: The Harm Principle, The Principle of Least Restrictive Means, The Reciprocity Principle, and The Transparency Principle. Two examples of how the principles are applied in practice are provided. Interpretation : The paper illustrates how clinical ethics is not an appropriate model for public health ethics and argues that the type of reasoning involved in public health ethics may be at potential variance from that of empirical science. Further research and debate on the appropriate ethics for public health are required.

              Harnessing genomics and biotechnology to improve global health equity.

              With decisive and timely action, genome-related biotechnology can be harnessed to improve global health equity. In June 2002 in Kananaskis, Canada, leaders of the G8 industrial nations will develop an action plan to support implementation of the New African Initiative. By extending their discussion of health issues raised in the New African Initiative to include genomics, G8 leaders could signal their intention to increase global health equity by preventing a health genomics divide from developing. There are already some early and growing examples of genome-related biotechnology being applied successfully to health problems in developing countries. But how can genomics be systematically harnessed to benefit health in developing countries? We propose a five-point strategy, including research, capacity strengthening, consensus building, public engagement, and an investment fund.
