          Abstract

          O objetivo geral deste artigo foi refletir sobre as drogas no cenário internacional e no Brasil, enfatizando os acordos internacionais relacionados ao fenômeno e a evolução das leis brasileiras sobre o tema. Dentre os países da América Latina, o Brasil é considerado um país de consumo médio de drogas ilícitas, usado eminentemente como um país de trânsito. No que diz respeito às drogas lícitas, o consumo de bebidas alcoólicas, particularmente entre jovens, constitui problema de saúde pública, bem como o tabagismo. Da análise da legislação brasileira relacionada às drogas ilícitas, constata-se a passagem de um sistema totalmente proibicionista para um sistema menos repressor no que diz respeito aos usuários de drogas. Além dessas iniciativas, verificam-se também várias medidas governamentais da União e dos Estados Federados visando o controle de drogas lícitas como o tabagismo e o uso abusivo de álcool.

          Translated abstract

          The goal of this article was to discuss about the drugs in the international and in Brazilian scenarios, emphasizing international agreements related to the phenomenon and the Brazilian legislation about the theme. Among Latin American countries, Brazil is considered as a country of medium consumption of illicit drugs, and also as a country of drugs transit. Considering the licit drugs the consumption of alcohol drinks, especially among young people, is a public health problem, as well as the use of tobacco. Based on the analysis of Brazilian legislation on illicit drugs, it can be observed a transformation from prohibitive rules to a less repressive system concerning drug users. Besides these initiatives, there are several government actions aiming at controlling the use of licit drugs such as tobacco and alcohol.

          El objetivo de este artículo fue considerar las drogas en el ámbito internacional y en Brasil, con énfasis en los acuerdos internacionales relacionados al fenómeno y la evolución de legislación brasileñas en el tema. Entre los países de América Latina, el Brasil es considerado un país de consumo medio de drogas ilícitas, pero un país de tránsito. Con relación a las drogas lícitas, el consumo de bebidas alcohólicas, especialmente entre jóvenes, es un problema de salud pública, bién como el tabagismo. En la análisis de la legislación brasileña relacionada a las drogas lícitas, se observa el pasaje de un sistema de prohibiciones para un sistema menos represor a los usuários de drogas. Además verificase en las iniciativas varias medidas gubernamentales del país y de las províncias visando el control de drogas lícitas, como tabagismo y el uso abusivo de alcohol.

            Culture clash: alcohol marketing and public health aspirations

            It is of no coincidence that a number of recent Harm Reduction Digests have addressed the issue of the reduction of alcohol-related harm. Despite the dominant focus on illicit drug use in the popular discourse, alcohol remains Australia's number one drug problem, as it is in many other developed countries. In this Digest Munro and de Wever use the 'four Ps' of marketing: product, price, place and promotion, to critique the two decades industry self-regulation of alcohol marketing. They conclude that if we are going to develop policies which effectively change Australian drinking culture to reduce alcohol-related harm, we need first to accept that the alcohol industry and the health field have separate and conflicting interests.
