      New quality and quantity indices in science (NewQIS): the study protocol of an international project

          Abstract

          Benchmarking systems are important features for the implementation of efficacy in basic and applied sciences. These systems are urgently needed for many fields of science since there is an imbalance present between funding policies and research evaluation. Here, a new approach is presented with an international study project that uses visualisation techniques for benchmarking processes. The project is entitled New Quality and Quantity Indices in Science (NewQIS). The juxtaposition of classical scientometric tools and novel visualisation techniques can be used to assess quality and quantity in science. In specific, the tools can be used to assess quality and quantity of research activity for distinct areas of science, for single institutions, for countries, for single time periods, or for single scientists. Also, NewQIS may be used to compare different fields, institutions, countries, or scientists for their scientific output. Thus, decision making for funding allocation can be made more transparent. Since governmental bodies that supervise funding policies and allocation processes are often not equipped with an in depth expertise in this area, special attention is given to data visualisation techniques that allow to visualize mapping of research activity and quality.

          Diffusion-based method for producing density equalizing maps

          Map makers have long searched for a way to construct cartograms -- maps in which the sizes of geographic regions such as countries or provinces appear in proportion to their population or some other analogous property. Such maps are invaluable for the representation of census results, election returns, disease incidence, and many other kinds of human data. Unfortunately, in order to scale regions and still have them fit together, one is normally forced to distort the regions' shapes, potentially resulting in maps that are difficult to read. Many methods for making cartograms have been proposed, some of them extremely complex, but all suffer either from this lack of readability or from other pathologies, like overlapping regions or strong dependence on the choice of coordinate axes. Here we present a new technique based on ideas borrowed from elementary physics that suffers none of these drawbacks. Our method is conceptually simple and produces useful, elegant, and easily readable maps. We illustrate the method with applications to the results of the 2000 US presidential election, lung cancer cases in the State of New York, and the geographical distribution of stories appearing in the news.

            Bringing 'the public' into health technology assessment and coverage policy decisions: from principles to practice.

            Those making health care coverage decisions rely on health technology assessment (HTA) for crucial technical information. But coverage decision-making, and the HTA that informs it, are also inherently political. They involve the values and judgments of a range of stakeholders as well as the public. Moreover, governments are politically accountable for their resource allocation decisions. Canadian policy makers are at an early stage in the design of legitimate mechanisms for the public to contribute to, and to be apprised of, HTA and coverage decisions. As they consider the options, questions arise about whom to involve (e.g., which publics), how to engage them (e.g., through what public involvement or accountability mechanisms), and for what purpose (e.g., to inform the public of decisions and their rationales, or to have the public directly affect those decisions). Often key concepts, such as the difference between public accountability and public participation, are not well articulated or distinguished in these debates. Guidance is needed regarding both rationales and methods for involving the public in HTA and technology coverage decisions. We offer a framework that clearly distinguishes specific roles for the public, and relates them to several layers of policy analysis and policy making where 'the public' may engage in different tasks. The framework offers a menu of choices for policy makers contemplating changes to public involvement, as well as a model that can be used to characterize and analyze different approaches across jurisdictions.

              Institutional operating figures in basic and applied sciences: Scientometric analysis of quantitative output benchmarking

              Background Institutional operating figures and benchmarking systems are important features for the implementation of efficacy in basic and applied sciences. They are needed for research evaluation and funding policy. However, the current policy settings for research evaluation urgently need review since there may be imbalances present in many areas. Methods The present study assessed benchmarking of research output. By the use of large data bases research output was categorized and analyzed. Specific areas of major research activity were identified by comparing publication density on different organ systems and inter- and intrafield comparison was performed for selected countries. Results Novel density-equalizing mappings were constructed that illustrate trends of publication activity and identify subsets of major interest in a total of 5,527,558 published items. A dichotomy was present between Western countries such as the US, UK or Germany and Asian countries such as Japan, China or South Korea concerning research focuses. Conclusion The present study is the first large scale analysis of global research activity and output over the last 50 years. The presently described assessment of operating figures at the national and international level can be used to identify single areas of research that are heavily focused. Further research on qualitative output benchmarking is needed to improve current policy settings for research evaluation.
